Let us assume the US has reached some arbitrary population count, say, 1.5 billion. Then an aspiring enterpreneur from France with a great business plan wants to open an innovative company in the US as the country with the freest market on Earth. Is there a single reason to not let this enterpreneur immigrate in the US? No. The increase of the population size by 1 means nothing next to the benefits the nation gets from a new successful innovative company within its borders. Apply this logic to every immigrant that has something to offer, other than draining the welfare infinitely - and you will realize that immigration should never cease to occur.
As a humble legal immigrant in the US, let me point out that not all of us are scary brown people beating down their wives and watching ISIS propaganda in the dark web. I would hope that my activity in science benefits the US no less than that of an American-born citizen working at McDonalds or Walmart. So why would you want to avoid letting people such as me in? Total population count in itself does not mean much; the quality of that population does, so, as long as the immigration system in the US keeps favoring high quality specialists and discouraging "welfare drainers", I see no reason to take any action against it.
